How come all it ever takes is just a little bit of snow to bring Britain to a halt?

My university was closed on Friday, and the gym closed early today, and then when I got to the bus stop after the gym, it turned out that the bus service had stopped at only 6pm, so I had to spend more money on a taxi to get home. Yeah ok we have had some snow, but it's not that much and this is nothing compared to the amount of snow they get all the time in other colder parts of the world. But you don't see everything grinding to a halt in Moscow or Canada or the colder parts of America etc. unless there is so much snow that you can't get out the door. You don't see those guys getting all melodramatic over a couple of inches of snow- what's the big deal?
Is it just that in this country everyone loves to find an excuse not to work or what?

What is a VPN?

VPN is (Virtual Private Network) were first used by companies to enable their employees to securely access internal systems such as email remotely (e.g. from home or while on business trips). Today they are increasingly being used for personal use by individuals to protect their privacy while online in public places (e.g. when using the wi-fi connection in a cafe) or in a country where the internet is censored / blocked (e.g. China, Saudi Arabia…).
